Four boards meet Monday, a downtown tax district comes before the Driggs City Council Tuesday, and six deadlines fall inside the next two weeks, three of them Friday. Monday opens with a ninety-minute county commission session that pairs a litigation executive session with two construction contract awards whose bid comparisons will not open from the county's own portal. Tuesday's Driggs agenda also carries a scaled-back public safety impact fee and a decision about who gets 3,000 square feet of City Center space.

Monday, Oct 19 — Two contract awards, a co-op budget, and a hiring session

Teton County commissioners, 9 to 10:30 a.m., Commissioners' Meeting Room, 150 Courthouse Dr., Driggs, with a Zoom link on the agenda. The special session carries three items: an executive session under Idaho Code 74-206(1)(f), the litigation subsection, and action items on the Bates Access Improvements Project and the Teton Creek Trailhead Improvements Project. Each item carries two attachments, a project document and a bid comparison. The attachments do not open from the county's portal, which returns an error for the document files, so the bids are not on the public record going into the vote.

Victor Urban Renewal Agency, 9:30 a.m., 138 N. Main St., Unit 201. The agency meets regularly on first Mondays, so this is a special meeting; it cancelled its October 5 session.

Fall River Rural Electric Cooperative's board, 10 a.m. to noon at the co-op's Ashton office, works through the 2027 proposed operating and capital budgets. The action items include a ten-year financial forecast, the 2027 work plan, a proposed change in how operating margins are allocated to patronage capital, and an early retirement of patronage capital. Fall River is the member-owned cooperative that serves Teton Valley, and Teton County accounts for about two-thirds of its recent growth.

Teton Valley Parks and Recreation District and Teton County joint powers board, 2:45 p.m., 235 S. 5th St., Driggs. The board goes into executive session to interview candidates for the recreation district's executive director job. Its agenda cites Idaho Code 74-206(a) for that session. The statute numbers its subsections under 74-206(1).

Tuesday, Oct 20 — A road vacation deadline and the long Driggs agenda

Written comment is due by 5 p.m. on the proposed vacation of a portion of N 7000 W, applied for by Eddyline Ranch LLC, in Sections 2 and 3 of T5N R44E. The notice sets that hour as the cutoff for comment "to be incorporated into the packet of information provided to the Board prior to the hearing," and says comment at the hearing itself is welcome. Comment goes to the county engineer's office in Room 107 of the courthouse, by fax to (208) 776-6519, or to [email protected]. The hearing is Monday, Oct 26 at 9 a.m. The notice lists its first publication as September 30 and its second as October 21, the day after the written-comment cutoff.

Driggs City Council, 6 p.m., Council Chambers, 60 S. Main St., with Zoom.

The council votes on a resolution finding the proposed Main and 1st Street urban renewal district eligible. The study area covers about 71 acres and 111 parcels, and the draft resolution says approximately 54 of those 71 acres already sit inside the existing Amended Main Street Project Area. The resolution would also direct the agency to end that existing district in 2027, a year before it was set to expire. Driggs created one district and closed another early this month. The consultant on the eligibility report is Brad Cramer of Perspective Planning.

An intergovernmental agreement and ordinance would adopt public safety development impact fees at 70 percent of what the county requested, with the city keeping 2 percent for administration.

One item asks the council to pick a future use for about 3,000 square feet of the City Center, the space the Teton Rock Gym used to occupy. Three groups have asked for it: the recreation district, for a climbing facility; Seniors West of the Tetons; and the Teton Indoor Sports Academy. The city also needs the room itself, with staff doubled up in offices and the conference room being converted into more office space. The city's parks and recreation committee voted 2 to 3 against recommending the climbing gym on October 15, then voted 4 to 1 to ask the council for more information instead. The staff report in the packet describes that second vote as unanimous.

Also on the action calendar: consent for wastewater will-serve letters Victor has already issued, the only action item with no supporting document; a will-serve for the county transfer station, which the packet says has been connected to city sewer since the mid-2000s, when it was built; a federal transit grant toward a Targhee shuttle bus; and a discussion of options on the Victor wastewater service agreement. The meeting closes with an executive session citing Idaho Code 74-206 without naming a subsection.

Friday, Oct 23 and Monday, Oct 26 — Five more deadlines

Friday, requests for a mailed absentee ballot close, voter pre-registration closes at 5 p.m., and Idaho DEQ's comment period on its 2026 Integrated Report, the state's impaired waters list, closes at 5 p.m. Mountain time.

Monday, the county's offer of a two-year franchise extension to RAD Curbside goes void unless the hauler signs it and delivers it by that day. The amendment says it is "void and of no effect" otherwise, which would leave the franchise expiring November 10, 2027, the date the county's own termination notice set. Commissioners hold the N 7000 W hearing at 9 a.m., though no agenda for that meeting has posted. And comment on the three Driggs hearings set for November 3 is due by 5 p.m. to be included in the staff report: a 37-lot preliminary plat for Tributary Park Homes, an appeal of the Stone Ridge Townhomes site development approval, and a request to reconsider the Corona Valley subdivision. The city's notice says verbal comment at the hearings is still welcome.

What We're Watching

The recreation district turns up twice this week, as half of Monday afternoon's joint powers board and as the proposed partner in the Driggs City Center question Tuesday night. Commissioners had an action item on a joint powers agreement with the district on their October 13 agenda and struck it from the floor. Tuesday's downtown tax district vote is the second Driggs district decision in a month, and this one asks the agency to close a district a year early so a larger one can take its place over mostly the same ground. Monday's Fall River budget session sets the co-op's 2027 capital plan three months after its board backed a new natural gas plant, citing maxed-out hydropower.

What to watch: whether commissioners award the two construction contracts Monday morning without the bid comparisons behind them ever becoming readable.
