Early Voting Opens and Two Cities Take Up Growth Decisions
In-person early voting in Teton County opens October 13. Driggs weighs a new urban renewal district, and Victor reopens the Birch Crossing annexation.
In-person early voting on the November 3 ballot opens October 13 at the courthouse in Driggs. Before that, the Driggs Urban Renewal Agency votes Wednesday on whether to create a second downtown taxing district and close the one it already has two years early, and Victor's city council spends that morning in a retreat with three action items it says will take no public comment.
Monday, Oct 5
At 2 p.m. the Teton Valley Parks and Recreation District board starts interviewing candidates for executive director at its South Fifth Street offices in Driggs, and sits again Tuesday at 8:15 a.m. and Wednesday at 1:45 p.m. All three agendas are identical: open, go into executive session, adjourn.
The climbing gym the district's rock climbing committee has spent the fall preparing is on none of them. The committee's operations plan was due to the board September 30, and the Driggs City Council now expects to take up a "Recreation District Proposal" on October 20.
Tetonia's planning and zoning commission meets at 7 p.m. at City Hall, 3192 Perry Avenue, to review a draft of the city's comprehensive plan in a work session. Comment closes at 5 p.m. on the state's draft renewal of the reuse permit for Tetonia's wastewater plant.
Tuesday, Oct 6
The Driggs City Council meets at 6 p.m. at City Hall, 60 S. Main Street, with two public hearings.
The first is the fiscal 2027 fee schedule, which sets service line reimbursements of $11,500 a lot in the Driggs First Addition on South Fifth Street. That is the same project the council took up September 28, when a motion to send the Fifth Street and Johnson Avenue work back to engineering carried on a 2-2 tie broken by Mayor August Christensen.
The second is a zone change for the Price family on East Ross Avenue, moving 1.87 acres from RS-7 to RM-2 multi-family. The council decides this one. The planning commission recommended approval with four conditions in August; the staff report adds a fifth, requiring an avigation easement because the parcel sits under the airport's traffic pattern area.
The council also reviews Teton County's public safety impact fees; the agreement and ordinance behind them are calendared for October 20. A $147,000 contract with Altura to administer the four-year wastewater plant project is on the same agenda.
The Northwest Power and Conservation Council takes testimony on its draft Ninth Power Plan from 4:30 to 6:30 p.m. at the Idaho Fish and Game office in Idaho Falls. Comment on the U.S. Forest Service's proposal to rescind the Roadless Area Conservation Rule closes the same day.
Wednesday, Oct 7
The Driggs Urban Renewal Agency meets at 6 p.m. in Council Chambers with three items marked "Possible Action Item": approving a resolution on an eligibility report, creating a new district, and an early sundown for the Main Street district.
The report behind all three finds that "approximately 54 of the 71 acres" in the study area already sit inside Main Street, and says the agency "is considering closing the Main Street District by the end of 2026, two years before its original sunset date." The agency has six commissioners, so a vote to create a district can tie. The city council has the same report on its own October 20 agenda.
Victor's city council holds a retreat at 9 a.m. at 138 N. Main Street, Suite 201. The agenda says three of its items will be acted on without public comment: a BestDay HR proposal, disbursements, and a memorandum of understanding on Victor Rock Park. The rest is discussion, including growth and the cost of city services, public safety funding, and the comprehensive plan update process.
Friday, Oct 9
Victor and the Victor Skate Park Foundation host VictorFEST from 4 to 8 p.m. at Sherman Park, which the city calls the first annual. Applications for the Community Foundation of Teton Valley's Youth Philanthropy grants close at 5 p.m.; Teton High seniors award the $10,000.
Tuesday, Oct 13
In-person early voting opens at the courthouse, 150 Courthouse Drive, Room 208 in Driggs, from 9 a.m. to 5 p.m. through October 30. The last day to request a ballot by mail is October 23, ten days after early voting opens.
The ballot carries Teton School District 401's supplemental levy. The county's sample ballot puts it at $7,090,000 a year for two years, at $103 per $100,000 of taxable value. It replaces a levy that runs $72, so the increase to a property owner is $31 per $100,000.
The commissioners meet Tuesday because Columbus Day falls on the second Monday of October; the county's schedule, adopted in May, lists October 13, 26 and 27. They take up the family land division ordinance at 11 a.m., continued from September 28. Valley Advocates for Responsible Development says the Smallwood event barn permit is set for 10 a.m. The county planning commission resumes the K Ranch preliminary plat at 5 p.m., continued from September 8 after staff told the commission the county had failed to post the site.
Wednesday, Oct 14
LU2026-07, the Kunz request to rezone 56 acres at Baseline Road and Aspen from RS-16 to RS-7, returns to the Victor City Council at 6 p.m. after the applicant asked on September 23 for a continuance to this date. The planning commission recommended denial.
Thursday, Oct 15
At 7 p.m. Victor's planning commission reconsiders the annexation of Birch Crossing, the 13.38-acre island of county land inside city limits. The council annexed it in May, assigned single-family zoning and attached 14 conditions written for a 158-unit development, then voted 3-0 in August to reopen the approval. This is that hearing, and the conditions are what is in play, including two that restrict short-term rentals and reserve units for local households. The developer terminated its purchase contract; the property's three owners want all 14 struck.
A concept plan for eight lots at 274 Cedron Road follows, which the commission decides itself, then a request from Teton Properties LLC to annex 29.54 acres at West 7000 South and Baseline. No Zoom link is printed on the agenda.

What We're Watching
Urban renewal and annexation run through the window. The Driggs agency's eligibility report would reset base values on land inside a district it is considering closing two years early, and the city council has the same report October 20, so Wednesday may not be the decisive vote. The Birch Crossing conditions the council reopened in August reach their hearing on the 15th. And the recreation district is hiring an executive director across three days of interviews in the same stretch its climbing gym proposal appears to be routing through Driggs instead.
What to watch: whether the Driggs Urban Renewal Agency approves the eligibility resolution October 7 or holds it for the city council on October 20.
