Fire Chief Mike Maltaverne sent this draft to County Administrator Billie Siddoway on Aug. 26, 2026, writing that he had "verbal approval from the Fire Commissioners to proceed with the RFP process, identify costs and ultimately pay for the study." The district stepped back from that offer in a Sept. 29 letter to the commissioners.

- Analyze the dispatch center's costs, revenue and cost drivers
- Check call-answering and call-processing times against national and state standards
- Review operating procedures, telecommunicator training and quality assurance
- Review medical and fire dispatch protocols
- Study the feasibility of consolidating dispatch with Madison County
- Run a stakeholder process, including support for an advisory committee
