The Two-Week Ahead: The Kunz Rezone Asks for October and a Parks Agreement Expires
Victor's council takes up the Kunz rezone Sept. 23, with the applicant asking to push it to October, plus an annexation and the AJ Trail easements.
Victor's council meets Wednesday, September 23, on the Kunz rezone, 56 acres its planning commission recommended denying, and the applicant has asked to put the decision off until October 14. The same agenda carries an annexation ordinance, two trail easements with federal and state land managers there to present them, and the council's first public discussion of where the wastewater talks with Driggs have landed. The stretch opens Monday, when Victor's urban renewal agency is due to adopt a budget it has to have in place before October.
Monday, Sept 21 — Victor's urban renewal agency and a budget with a deadline
The Victor Urban Renewal Agency is expected to hold its FY2027 budget adoption hearing. The date comes from an email the agency's executive director sent September 1, saying the commission had settled on September 21 after several commissioners turned out to be away. As of Friday morning the agency's meetings page carried no notice for that date, and the September 14 date it had been advertising for weeks has been taken down without a replacement. The city's public notices page carried nothing either.
The agency has told Victor's council it committed money toward replacing the Teton County Fire Protection District's Station 2 engine, and the first payment is written into the preliminary budget the board reviewed in August. The agency has said it must adopt the budget before October 1.
Tuesday, Sept 22 — County planners, and the school board on director reports
The county Planning and Zoning Commission and a Land Development Code workshop fall on the fourth Tuesday at 5 p.m., the commission's usual cadence. No agenda had posted as of Friday morning, and the county's own event calendar carried no entry for the day, so what the commission takes up, and whether the two bodies meet separately or together as they did in August, is not yet on the record.
The Teton School District 401 board holds a work session at 4 p.m. at the district office, 481 North Main Street in Driggs. The agenda runs to three lines: director reports, other school business, adjourn. A second work session follows on the 29th, on education trends.
Wednesday, Sept 23 — A rezone asks for October, an annexation does not
Victor's council meets at 6 p.m. at City Hall, 138 North Main Street. Two public hearings are set.
The first is Ordinance O655, which would annex 2.8 acres at 930 West 7800 South for Keith Valley and zone the ground RS-16 for single-family homes. The planning commission recommended approval.
The second is the Kunz rezone, 56.04 acres at Baseline Road and Aspen that the planning commission recommended denying in August, which would take the ground from RS-16 to the denser RS-7. The agenda lists it with a parenthetical noting the applicant is requesting a continuance until October 14. The council decides whether to grant it.
The council also takes up two corner-crossing easements at the top of the AJ Linnell Trail and an agreement making Teton Valley Trails and Pathways and Mountain Bike the Tetons responsible for the trail. The Bureau of Land Management and Idaho Fish and Game are scheduled to present. The council asked to hear from both agencies in August when it put off a decision, and one member is recusing because the trail carries her late husband's name.
Mayor Sue Muncaster has a discussion item on the joint meetings with Driggs. The two councils met September 16 at the courthouse for the second of two sessions on how a new wastewater agreement between the cities should be structured, and agreed to have the mayors bring back a recommendation on hiring an outside mediator. No further joint session was scheduled.
Also on the agenda: findings on a code amendment covering well-connection exemptions, a proposal for an organizational and operational assessment of city staff, a water leak adjustment, and a Sherman Park update.
Thursday, Sept 24 — The county on where wildlife and vehicles meet
Teton County holds an open house on wildlife-vehicle collisions from 5 to 7 p.m. in the Commissioners' Meeting Room at the courthouse, 150 Courthouse Drive in Driggs. The county is studying where collisions cluster and where wildlife movement gets cut off, work that feeds a mitigation plan due in 2027. An online survey and comment map are open, and the county says comments are most useful by October 30.
Saturday, Sept 26 — Trails Throwdown
Teton Valley Trails and Pathways holds its Trails Throwdown at Moose Creek Ranch, an event the organization bills as a thank-you to the volunteers who build and maintain the valley's trails.
Monday and Tuesday, Sept 28 and 29 — Commissioners return, and a school rezone with them
The county commission is back on its fourth-Monday schedule September 28 at 9 a.m., with a second session the following day, which the county's calendar lists from 9 a.m. to 3 p.m. Neither agenda had posted as of Friday morning.
On September 14 the board opened and closed a hearing on a rezone of 6.5 acres at 2301 North Highway 33, where a private four-year high school would go in buildings that once housed a furniture company. The hearing drew no testimony. The commissioners took no vote and continued their deliberation to September 28 at 11 a.m., so a development agreement could be drafted covering traffic safety, pedestrian access and whether the site's utilities can carry it. Highway 33 access was most of what they discussed. That account comes from our recording of the meeting; the county has not posted minutes or an agenda carrying the date.
The school board's second work session lands Tuesday the 29th at 4 p.m., on trends the district's directors are seeing in special education, English learners, newcomer students and curriculum.
Wednesday, Sept 30 — The parks agreement runs out
The joint powers agreement between the school district and the Teton Valley Parks and Recreation District reaches the end of its initial term at midnight. A revised version dated September 14 went to the school board that night as an action item, and its facilities schedule now lists all ten district properties, from both high schools to the bus garage and the maintenance shop. The document says the recreation district's other facilities sit under separate agreements with Teton County and with Victor, Driggs and Tetonia. Whether the board adopted it is not yet on the public record; the district files minutes with the following meeting's packet.

What We're Watching
Victor's Wednesday discussion is the first time either council takes the mediator question up in its own chambers. Driggs reaches its own next steps October 6.
The school levy advances this week without a levy meeting on any calendar: commissioners set the tax year's rates for the county's taxing districts Friday afternoon, the county-side step behind the supplemental levy voters decide November 3.
What to watch: whether Victor's council grants the continuance and hands the Kunz rezone to a council three weeks further into an election season.
